Born in Anglesey, North Wales Victor studied Fine Art in Manchester and Chelsea.

In 1977 Vittorio won a British Council Scholarship which led to a year spent at the Academia Perugia. This in turn led to a commission to paint The Stations of the Cross for the Church of La Chiesa St. Barbato, Lazio in Rome.

In October 2005 he was elected a Fellow of the Royal Society of Arts (F.R.S.A).
